  日前,驻牙买加大使田琦牙买加主流媒体《观察家报》发表题为《一带一路”合作再创新高度》的署名文章,介绍“一带一路”倡议积极进展及第二届“一带一路”国际合作高峰论坛盛况和成果,指出“一带一路”倡议为世界各国带来巨大发展机遇,中牙签署“一带一路”合作谅解备忘录开启两国关系新时代,希双方进一步密切合作,携手推动高质量“一带一路”合作,实现互利共赢。

  Scaling new heights in Belt and Road Cooperation  

     

  Hon. Robert Montague, Minister of Transport and Mining, on behalf of the Government of Jamaica, led a delegation to China for the Second Belt and Road Forum (BRF) for International Cooperation held in Beijing between April 25 and 27. While congratulating the Ministers successful visit to China, I would like to share some information about the just concluded Second BRF and China-Jamaica Belt and Road Cooperation.  

  High level, broad participation and fruitful achievements  

  Leaders from 38 countries as well as Secretary-General António Guterres of the United Nations and Managing Director Christine Lagarde of the International Monetary Fund attended the Leaders Roundtable. Over 6,000 participants from more than 150 countries and 92 international organizations participated in the opening ceremony, the high-level meeting, 12 thematic forums and a CEO conference. A total of 283 items of practical outcomes were achieved during the preparatory process and the holding of the second BRF. A great many business representatives participated in the CEO conference and signed project cooperation agreements worth over US$64 billion.   

  Since the Belt and Road Initiative(BRI) was proposed in 2013 by Chinese President Xi Jinping, and especially after the first BRF, countries concerned have made concerted efforts to expand policy communication, upgrade infrastructure connectivity, advance economic, trade, investment and financial cooperation, enhance people-to-people exchange. More than 150 countries and international organizations have signed agreements on Belt and Road cooperation with China. The “early harvests” of Belt and Road cooperation achieved so far have opened up greater space for national and global economic growth, provided a new platform for international cooperation, and made a fresh contribution to building a community with a shared future for mankind.   

  Guided by the principle of extensive consultation, joint contribution and shared benefits, the BRI aims to address the fundamental issue of promoting development by enhancing all-round connectivity. The Belt and Road cooperation has both generated new opportunities for the development of all participating countries and opened up new horizon for Chinas development and opening-up. The latest studies by the World Bank and other international institutions suggest that the Belt and Road cooperation will cut the costs of global trade by 1.1 to 2.2 percent and will contribute at least 0.1 percent of global growth in 2019.  

  Huge potential and bright prospects of China-Jamaica Belt and Road Cooperation  

  I pleasantly recall the signing of the MOU between Jamaica and China on the BRI on April 11, 2019, which opened the new era for our mutual development. As the theme of this years BRF was Belt and Road Cooperation: Shaping a Brighter Shared Future, I am convinced that Jamaica has rightly joined other countries, international organizations, and more other parties, in positioning itself to reap rewards from participation. Looking into the future, I envisage high-quality Belt and Road cooperation in enhancing connectivity by promoting policy synergy, infrastructure development, unimpeded trade, financial cooperation and people-to-people bond, thereby enhancing practical cooperation for the well-being of our peoples. As some early harvests have been achieved, it is my view that priorities should be given to the following areas of China-Jamaica Belt and Road Cooperation:  

  Infrastructure Connectivity  

  Infrastructure is the bedrock of connectivity, while the lack of infrastructure has held up the development of many countries, including Jamaica. Hon. Minister Montague was invited to the Thematic Forum on Infrastructure Connectivity during the Second BRF, in which he stated that the Government of Jamaica stands ready to do what it takes to help in Fostering Safe, Seamless, Intelligent and Efficient Infrastructure Connectivity on the path to implementing the Belt and Road Initiative. In the past decade, a range of major infrastructure development projects have been implemented with our joint efforts, including the North-South Highway. The economic and developmental impacts of these projects continue to grow. China is ready to join hands with Jamaica to build more high-quality, reliable, resilient and sustainable infrastructure. We emphasize that high-quality infrastructure should be viable, affordable, accessible, inclusive and broadly beneficial over its entire life-cycle, contributing to sustainable development of Jamaica. I am fully convinced that, with high-quality infrastructure, Jamaica will make itself as a significant player in the global and regional shipping and logistics industry, and improve the ease of doing business in Jamaica, as well as increase the country's global competitiveness.   

  Production capacity cooperation  

  Jamaica is the only Caribbean country that partners China in production capacity cooperation. Since the acquisition of Alpart in 2016, JISCO Alpart has honoured its commitments and is making a difference in the Jamaican economy with increasing export, growing levels of employment, sharing of technology and training, renewed life and energy and the many corporate contributions to the surrounding communities. China looks forward to further deepening production capacity cooperation with Jamaica to improve Jamaicas mining and manufacturing industry, export, productivity, and speed up Jamaicas industrialization process.  

  Blue Economy  

  Both China and Jamaica recognize the importance of the Blue Economy in spurring economic growth and development. One of the objectives of Vision 2030: Jamaica’s national development plan is the sustainable management and use of marine resources. It is mutual beneficial for our two countries to tap into the vast ocean resources for economic benefits, including tourism, shipping, commercial fishing, seabed minerals and mining industries, among others.  

  Investment and financing cooperation  

  Flow of capital empowers economic growth and create broad space for it. To this end, China has formulated the Guiding Principles on Financing the Development of the Belt and Road and published the Debt Sustainability Framework for Participating Countries of the Belt and Road Initiative to provide guidance for BRI financing cooperation. Jamaica is encouraged to continue to make good use of the Belt and Road Special Lending Scheme, the Silk Road Fund, and various special investment funds. China welcomes the participation of multilateral and national financial institutions in BRI investment and financing and encourage third-market cooperation. On April 22, National Development Bank of China, in cooperation with 7 other financial institutions from Latin America countries inaugurated the Association of China-LAC Development Financial Institutions, the first of this kind between China and LAC countries. We look forward to Jamaicas joining in this Association at an early date.   

  People to People exchange  

  I would like to take this opportunity to congratulate the Chinese medical team on their one month long Bright Journey Eye Care Mission which successfully carried out 515 cataract surgeries by April 27, exceeding the 500 free surgery target. I also highly appreciate the support and cooperation from the Government and the people of Jamaica. As cooperation and friendship will continue, we need build more bridges for exchanges and mutual learning between our two countries and peoples, deepen cooperation in education, culture, sports, tourism, health, human resources development cooperation in various areas, strengthen exchanges between parliaments, political parties and non-governmental organizations and exchanges between women, young people in order to facilitate multi-faceted people-to-people exchanges. In the coming five years, China will invite 10,000 representatives of political parties, think tanks and non-governmental organizations from Belt and Road participating countries to visit China. New mechanisms such as the Belt and Road Studies Network and the Belt and Road News Alliance will be put in place to draw inspiration and pool our strength for greater synergy. I sincerely hope that Jamaica will seize the opportunity and play a unique important role in these exchanges.   

  China to expand opening-up  

  This year marks the 70th anniversary of the founding of the People’s Republic of China. Over the past seven decades, we in China have, based on its realities, constantly explored the way forward through practices, and have succeeded in following the path of socialism with Chinese characteristics. Today, China has reached a new historical starting point. We will continue to advance along the path of socialism with Chinese characteristics, deepen sweeping reforms, pursue quality development, and expand opening-up. We remain committed to peaceful development and will endeavor to build a community with a shared future for mankind.  

  Going forward, China will take a series of major reform and opening-up measures and make stronger institutional and structural moves to boost higher quality opening-up. Major measures have been announced by President Xi Jinping at the Opening Ceremony of the Second Belt and Road Forum for International Cooperation, including expanding market access for foreign investment in more areas, intensifying efforts to enhance international cooperation in intellectual property protection, increasing the import of goods and services on an even larger scale, more effectively engaging in international macro-economic policy coordination, working harder to ensure the implementation of opening-up related policies.  

  As we are convinced that a more open China will further integrate itself into the world and deliver greater progress and prosperity for both China and the world at large, I am confident that as China and Jamaica work closely together to expand policy communication, upgrade infrastructure connectivity, advance economic, trade and investment cooperation, enhance financial cooperation, and facilitate people-to-people exchange, China- Jamaica friendship and cooperation will scale new heights under the Belt and Road Initiative.
